Dogs bark to communicate, when happy, excited and to warn if there is someone near their property. Dogs can make a lot of noise which can be annoying.
But, would it not be better talking to the owners so they can do something about it?
Staying anonymous doesn’t help.
If a dog is kept outside or locked up all day, if you think they are badly treated, then please report it. Also some owners prefer to walk dogs early morning and late evening.
I must say it must be good to have a neighbour who must watch over other properties 24 hours a day, no need for security cameras.
Just talk to the owners I am sure they would appreciate it.
