Why don’t Freshwater use the old Woolworths as an indoor market like Darlington?

Have the Council cut down on the number of grasscutters? I’ve noticed it seems to get done in a hurry and areas are missed.
For example two lovely timber frames opposite Stephenson Way School were regularly maintained and filled with nice flowers, but the grass around it never gets cut? The grass and weeds are now higher than the timber structure!
